The Ministry of Foreign Affairs of Belarus has passed to the UN Human Rights Committee the National Report on the situation of fundamental rights and freedoms of citizens within the guidelines of the Universal Periodical Review, a procedure that had been established by the UN Human Rights Council in 2006. This is the first time that such a large document is received from Belarus. The report will be heard at the session of the Human Rights Council in May.

The UN Human Rights Committee registered an individual complaint by Brest Belarusian Popular Front activist Siarhei Lazenka, the BelaPAN news agency reports, quoting local human rights defender Raman Kisliak.

According to Mr. Kisliak, the activist claims that his civil rights were violated while he was arrested and prosecuted under civil proceedings for participating in an open meeting of the BPF Brest city office on 19 August 2007, featuring the presentation of a book by the famous opposition politician Pavel Seviarynets.

On 16 February the riot police dispersed the action of solidarity on Kastrychnitskaya Square in central Minsk. Some of the action participants were detained preventively on the way to the square. On 10.02.2010 is due the next scheduled meeting of Zhodzina Court on the complaint by the parents of Yanka Lapitski against the misdeeds of the officials of the executive committee of Zhodzina who ceased Belarusian-language education of their son at Gymnasium № 1 of Zhodzina.

Meanwhile, on 04.02.2010 Yanka Lapitski’s parents received a letter from the school, dated 14.01.2010. As can be seen, the correspondence was strangely unable to reach the address in Zhodzina for entire 20 days (!?).

On December 5, 2009 Tatsiana Shaputska was expelled from the Faculty of Law of Belarusian State University.
The decision on expulsion was passed by the Rector of BSU, academician of the National Academy of Sciences of Belarus, Doctor of Technical Sciences, Professor Siarhei Ablameika. The official press is replete with explanations that the reason for the decision to expel Tatsiana Shaputska was her failure to attend the classes for two days as well as breaking the travel rules for students during the academic year. As said to the BelaPAN by the leader of the organizing committee of the Belarusian Party of Workers Aliaksandr Bukhvostau, on 15 December the Supreme Court of Belarus didn’t grant the lawsuit of the party concerning its’ non-registration by the Ministry of Justice.

On 9 December in Minsk the civil initiative Human Rights Alliance announced the names of the holders of its yearly prize for human rights protection. The festive event was attended by about 50 people including journalists, politicians and civil activists.

Human rights are prohibited to hold pickets or any other actions on the International Day of Human Rights, 10 December.

Groundless refusals were given to the civil activists who applied for authorization of human rights actions in Baranavichy, Barysau, Biaroza, Homel, Hrodna, Mahiliou, Mazyr, Navapolatsk, Orsha, Smarhon, Vitsebsk and some other towns.
