The administrations of two Vitsebsk schools #40 and #43 refused to post the election leaflets of Aliaksandr Kuzniatsou, Belarusian Popular Front member, running for the Vitsebsk Regional Council, after the posters were found ‘ruffian-like’. The officials argued that the posters had a picture of a New Year tree with a white-red-white national flag on top of it, which was considered inadmissible.

On 20.04.2010 Aliaksiey Lapitsky received the decision of the Minsk regional court. On 18.03.2010 Cassational instance adjudicated the applicant from Zhodzina in his application in which the decision of court was disputed. The court didn’t find any violations of rights in actions of authorities of local executive committee who prohibited peaceful manifestation devoted to Human Rights day – 10.12.2009.

Minsk businessman Siarhei Ustsinau addressed the Constitutional Court with a demand to respect the Belarusian Constitution by delivering a judgment on the equality of imprisoned persons to receive parcels and packages.

On April 9 “Belarusian Helsinki Committee” directed an appeal to the Central Election Commission and asked to explain which way counting of votes by every member of district commission must be carried out. The question was raised because Election code establishes procedure of counting votes by the members of Election Commission but it doesn’t establish a certain way of counting votes and doesn’t establishes the way duties are distributed between members of the commission during such counting.

In the beginning if the fourth term parents of Yanka Lapitsky addressed principal of Gymnasium #1 Gennadz Karshun and the local Town Educational Department and executive committee.
Once again they ask officials to solve the situation in which their son doesn’t have the opportunity to study in the framework of gymnasium program with English specialization in Belarusian language. They want their son to study in the educational establishment – the only gymnasium in Zhodzina district.

The Ministry of Foreign Affairs of Belarus has passed to the UN Human Rights Committee the National Report on the situation of fundamental rights and freedoms of citizens within the guidelines of the Universal Periodical Review, a procedure that had been established by the UN Human Rights Council in 2006. This is the first time that such a large document is received from Belarus. The report will be heard at the session of the Human Rights Council in May.

On 1 April the Brest regional territorial election commission considered at its sitting the complaints of the people who hadn’t been registered as candidate for deputies by the Baranavichy city election commission on 25 March. The city election commission also refused to consider the complaints of the electors who had signed in support of the candidate Dzmitry Auhust, against abuses of members of the commission.
