The UN Human Rights Committee has recognized that Belarusian authorities had violated the rights of the Chairman of Homel Regional organization of Belarusian Left Party “Fair World” Uladzimir Siakerka to peaceful assembly by banning a peaceful protest rally against the abolition of benefits to the entire population of the country. On November 12, 2013 starting from 3 p.m. Zhodzina court chaired by Judge Ivan Grynkevich held a regular meeting on the case of human rights activists from Human Rights Centre “Viasna” Aliaksey Lapitski and Sviatlana Lapitskaya against Zhodzina Executive Committee, which refused hearing the application and disrupted picketing, scheduled for August 4, 2013 at the entrance to the City Park of Culture and Rest in support of Ales Bialiatski and other political prisoners. On 11/08/2013 in Zhodzina court, chaired by judge Ivan Grynkevich the second hearing was held on the complaint of human rights defenders Aliaksiey Lapitski and Sviatlana Lapitskaya regarding the denial of Zhodino Executive Committee to give permission for a picketing in support of Ales Bialiatski and other political prisoners, which was scheduled to take place this year on August 4. Human rights activist Leanid Sudalenka comments on the situation of Yury Rubtsou’s detention during a peaceful rally to Kurapaty. He believes that by arresting and detaining the citizen of Homel for three days, Belarusian authorities showed their attitude to human rights – arbitrary detention, violation of the right to liberty and security of person, violation of the right to participate in a peaceful assembly and as a result violation of freedom of expression. On 4 November the Savetski District Court of Minsk sentenced the participant of the mass event “Dziady” (“Forefathers Eve”) Yury Rubtsou to three-day administrative arrest. Judge Dzmitry Pauliuchenka, having considered the administrative case of the opposition activist, found him guilty of “insubordination” to police officers (Article 23.4 of the Administrative Code).
