On December 5, 2009 Tatsiana Shaputska was expelled from the Faculty of Law of Belarusian State University.
The decision on expulsion was passed by the Rector of BSU, academician of the National Academy of Sciences of Belarus, Doctor of Technical Sciences, Professor Siarhei Ablameika. The official press is replete with explanations that the reason for the decision to expel Tatsiana Shaputska was her failure to attend the classes for two days as well as breaking the travel rules for students during the academic year.
We believe that the administrative measure of “expulsion” was used against Tatsiana Shaputska due to her active civil and political stand, including the girl’s activities in the ‘Young Front’ youth opposition organization and her participation in the Eastern Partnership Forum.
Of particular concern is that this is not the first case when a student is being expelled from the University with clear signs of persecution for their beliefs. Thus, Mikhail Pashkevich (convict in ‘the trial of 14’, recognized as a prisoner of conscience by Amnesty International) was expelled from his 6th year at the History Faculty of BSU, Enira Branitskaya (convict in the criminal case of Partnership’s monitoring the presidential elections, recognized as a prisoner of conscience by Amnesty International) was expelled from the Post-Graduate Department of the Faculty of Law, Belarusian State University.
The unanimous position of Belarusian human rights organizations (Independent Society for Legal Research, Human Rights Alliance, Committee for the Protection of the Repressed ‘Solidarity’, Legal Assistance to the Citizens) was publicly stated on December 9, 2009.
We consider the actions of the Administration of Belarusian State University as an expression of utter contempt for academic freedom and university independence, without which the university ceases to be a university, we insist on the prompt reinstatement of Tatsiana Shaputska as a 2-year student of the Faculty of Law of Belarusian State University. In case in the near future Tatsiana is not reinstated at the university, we are going to launch a large-scale campaign for the removal of BSU from the programmes of European cooperation and technical support for its contempt of fundamentals of the university community and the practice of persecuting dissent.
Following the expulsion of Tatsiana, a campaign of collecting signatures and appeals to the Rector and the Minister of Education with requirement to review the decision on the expulsion is currently under way. The victim herself filed an appeal to the Minister of Education and is preparing a complaint to be lodged with the court. Students of law and other faculties of BSU have been collecting signatures in support of Tatsiana, but the administration of the university is reportedly trying to prevent solidarity among the students.
I ask you to express your solidarity and support Tatsiana Shaputska by sending a written request for her reinstatement to the Rector of BSU, and I believe that these actions will be able to protect Tatiana and each of us, as well.
