Today, on May 6, 2016, after the new facts of violation of freedom of expression and peaceful assembly, Zinaida Šumilina,the chairman of Homiel regional branch of the United Civil Party (UCP)appealed again to the United Nations Human Rights Committee (UNHRC) by herself and other members of the party. In January 2015, she, together with the activists of the party, appliedfor organizig a series of pickets to attract the attention of citizens to the financial crisis in the country with a demand todismiss the President of Belarus. Homiel Executive Committee banned the peaceful assembly, as the activists have ignored the demands of the authorities to pay for the services of medical and health services of the city, themandatory requirement, according to the officials. Liberals intended to express protest in the center of Homiel, the city executive board consideredthat outskirts of the city were enough. The courts as well as Attorney General’s Office supported local officials, after the activists have appealed to theseauthorities. After using all internal legal remedies, party members wrote a collective complaint to the international court on violation by the Belarusian authorities of their right to freedom of expression and peaceful assembly, as provided in Articles 19 and 21 of the International Covenant on Civil and Political Rights (ICCPR).
