This document is developed by the OSCE and includes the basic standards and guarantees in the implementation of the right to freedom of peaceful assembly.

When writing the document the working group took a positive experience in ensuring the right to freedom of assembly in OSCE participating states as a basis, as well as recommendations of the Council of Europe, the UN and other international structures.
This document is advisory for Belarus, but it is important because it establishes the detailed status of all participants of public actions, and the principles that should govern relations between states and participants of public actions.
