European Court of Human Rights (ECHR) recognized the detention of one-man picketers in Russia violation of Article of the Convention on Human Rights and awarded them € 35 thousand.

This is stated in a press release published on the decision of the international court establishment.

“In today’s decision of the Board on the case of “Novikov and others vs. Russia” European Court of Human Rights delivered a judgment that violation of Article 10 (freedom of expression) of the Convention on Human Rights took place in relation to all the five applicants“,

– is reported in the document.

The decision mentions activists Marina Novikova, Yuri Matsnev, Viktor Savchenko, Aleksandr Kirpichiov and Valery Ramakhin, who were detained during the one-man pickets in Moscow, Astrakhan, Kaliningrad and Rostov region in 2006-2012.

According to the decision ECHR, the Russian authorities will have to pay:

  •  € 7.5 thousand each to Novikova, Kirpichov and Ramakhin;
  • € 6000 to Savchenko;
  • € 6000 to Astrakhan activists

as compensation for the damage.

In 2014 ECHR considered the complaint of picketers who were fined for violations of the rules for holding rallies and meetings, among whom there were one-man picketers punished by fines.


  • Since December 2015, Russia has had a law that allowed the Constitutional Court (CC) of the Russian Federation to ignore resolutions of ECHR, and in July of the same year, the CC adopted a decision which establishes the supremacy of the Constitution of the Russian Federation over the decisions of ECHR. For the first time the right not to implement solutions of ECHR was used by Russian judicial authority on April 19, 2016.


In 1996 Russia ratified the European Convention on Human Rights, which established the priority of international judicial bodies over Russia in the case, “If the international treaty of the Russian Federation stipulates other rules than those stipulated by local law”.
