Deputy Chairman of the United Civil Party (UCP) Vasil Paliakou on April 2 sent a complaint to the UN Human Rights Committee, claiming about discrimination on political grounds and arbitrary interference with his privacy.

The politician says that his civil and political rights have been violated, and when he went to court, the state denied him justice.

In his complaint Paliakou lists the systematic (during 2014-2015) discrimination at the state border, when the border guards and custom officers were interfering with his private life, making derogatory personal inspection procedures.

“As soon as the guards checked my passport with the scanner, they immediately reported to their superiors, and then the customs officers appeared, demanding by enforcement to leave the train or bus on which I was passing the state border. They forced me to take off my clothes, I sometimes even had to take off my shoes and socks. One day, in the national airport “Minsk” I literally had to run to the plane with the luggage in my hands”, – the politician describes his adventures.

Vasil Paliakou said that he appealed to the border agency chairman about discrimination and arbitrary interference with privacy, demanding written explanations.

“The Border Office responded that the information regarding my identity is secret, actually by this reply breaking my rights to information. And when I came to the Leninski district court of Minsk, district judge refused to bring up a case and in fact denied me justice. Before I appealed to the UN, I went through all the legal remedies, including the Supreme Court and Attorney General’s Office, which directly indicated the absence of the  mechanisms in the country to protect specific human rights “, – says deputy chairman of the UCP.

Human rights activist Leanid Sudalenka who participated in the preparation of the appeal to the UN Committee, said that this was the first complaint from Belarus about state agents’ arbitrary interference in the private life of the individual.

Lawyer of Human Rights told that in the past year, he also had to start strategic litigation with the state on discrimination at the state border and arbitrary interference with his privacy. Together with Vasil Paliakou in Internet they organized an action of solidarity, and as a result 90 people have written requests to the Border Committee demanding to explain what was happening.

“Attempts to politicize the inspections within the border or customs control, to link their conduct with the specific professional or social activity of certain categories of citizens to a greater extent is a form of pressure on officials at checkpoints and the desire to assign a fictitious right to immunity with no legal basis” – replied the chairman of the Border Committee Leanid Maltsev to citizens.
