Solihorsk civil activist Uladzimir Shyla appeals in cassation institution against the ban of picketing on Human Rights Day by Salihorsk district Executive Committee. He sent a correspondent complaint to Minsk regional court.

Let’s remind you, that on February 4, the activist’s complaint was considered by local authorities – Salihorsk District Court. Judge Ala Trafimchuk considered the activist’s complaint groundless. From the reasoning part of the decision of the Court, it comes out that the organizer of the picketing did not state concrete measures to ensure public order and security during a mass event: health care and cleanup after the picketing. Uladzimir Shyla himself noted that he have requested in his application to entrust these responsibilities to local authorities.

– In accordance with international standards and Article 35 of the Constitution of the Republic of Belarus, the freedom of assembly, rallies, marches, demonstrations and picketing is guaranteed by the state. This means that the maintenance of public order and security during the peaceful assembly is a direct duty of the state. Therefore, the decision of Salihorsk Executive Committee to ban the picket, as well as the Salihorsk district court’s decision are absolutely illegal, – said the public activist.

Uladzimir Shyla believes that Minsk regional court is obliged to cancel the illegal decision of the trial court. If this does not happen, he is ready to continue the seek for justice in international courts.
