For nearly two months lasted a peaceful protest of millions of Ukrainians. Authorities showed a complete indifference to the demands of protesters and applied repression against them.

On January 16, 2014 parliamentary majority gave indulgence to law enforcement agencies which committed crimes against peaceful protesters, have introduced laws that actually made impossible any form of peaceful protest and virtually destroyed civil society. All this showed the people that the government did not accept any arguments, except force. And such authorities inevitably get resistance from citizens.

These actions led to the radicalization of the protest and finally to the tragic events on the Hrushevski street on January 19-22. New victims will lead to dissemination of violent moods, involving more and more people into the orbit of a violent confrontation and uncontrolled increase of the number of dead and injured. And the main thing now is to prevent new victims. And the only way to do this is to start a dialogue. But if the government continues to act as it did during previous two months, it will close the path to any dialogue.

People have lost confidence in any promise or guarantees from authorities. Therefore, a dialogue is possible only after the preliminary actions of the President, which will create the foundation for a start.

Urgently is needed:

– to terminate repressive laws adopted on 16 January, 2014;

– to suspend from his post the Interior Minister V.Zaharchanka;

– to cancel the law that condones violence during protests and to conduct a thorough investigation of the events which happened at night on November 30 and December 1, 2013 and other crimes related to the persecution of peaceful assembly.

It is also necessary to stop the violence and any arrangements to use violence during the negotiations.

Today, the chance for a peaceful solution of the crisis is not yet lost.
