СудOn 19 December Vitsebsk Kastrychnitski borough court considered the claim lodged by human rights activist Pavel Levinau against the decision to ban a number of public events dedicated to the 60th anniversary of the Universal Declaration of Human Rights.

Town administration representative Losich did not appear in court due to ‘busy schedule’. He was substituted by vice-head of ideology department Puchkova.

Judge Rymsha turned down the activist’s request to postpone the hearing due to the absence of the defendant. As a result, his questions were mainly left unanswered.

During the hearing it turned out that the decision by the town’s executive committee of 2003 regulating the procedure of holding mass actions had not been published in mass media.

However, judge Rymsha resolved to turn down Levinau’s claim.

Last December Pavel Levinau was also denied a right to hold similar pickets. Having exhausted all available judicial remedies of the Belarusian judicial system, Levinau decided to complaint to the UN Human Rights Committee. The complaint is currently under consideration.
