They warn about threat of a further sharpening of a political situation in the country and appeal the authorities to “stand for a peaceful and stable development of democratic institutions in the society” and also to “Release the convicted for political ideas! Stop political repressions! Conduct real democratic elections in the country!”

Open appeal of human right defenders to authorities and public society…

“Release the convicted for political ideas! Stop political repressions! Conduct real democratic elections in the country!”

The whole vertical power reveals in a one very ideologically insecure way now. It defends its values and its stability, defends its interests and security at the expense of a further destruction of constitutional legal field, nation-wide interests and security of the whole society.

We observe the intention to stabilize the society with the help of administrative pursuit and police violence ruining the mechanism of stabilization of public processes, closing every legitimate ways of power rotation and suppressing political will of millions of the citizens with fright and violence. But this will cause even worse problems and global threats long ago forgotten by Belarusians.

Suchlike measures lead to a further split and opposition within a society. They don’t defend us, don’t improve our security, but on the contrary, they create all conditions for a greater distrust and hostility, for a more brutal violence and rivalry in the country.

The result of such like policy is a total distrust to election mechanisms suggested to a society because they are totally subdued to power vertical and closed to public control. They don’t strengthen stability and unity of Belarusian public society but lead to its disorientation and demolition. The only way to escape this vicious circle is either to realize its immorality, to organize public dialogue and the further national-political compromise, new democratic elections and their any new results or to degrade and disintegrate public society, to continue rivalry and dictatorship.

Constitutions as fundamental laws which provide rules of general coexistence of citizens and state authority institutions in any country are written not for a constant adjustment and violation but to provide every citizen of a country a free, conscious choice in conditions of freedom and any public-political alternative, free distribution of information, guaranteed realization of the right for freedom of speech and opinion, for peaceful assemblies and public associations.

Only realization of world inherent law standards in the field of public rights and freedoms can give Belarusians their human dignity and self-respect, real confidence in the future, confidence in the right for choosing peaceful and wealthy future in a really civilized lawful and democratic Belarus. Belarus everyone wants to see free, blooming and wealthy, the country in which anyone of us, our relatives and children, any political opponents would live peacefully and joyful.

The only way to reach stability in a society is to accept democratic election mechanism as a publicly accepted way of power rotation. We just need to work up the political courage and state wisdom to conduct at least free democratic elections in Belarus!

It’s an open way. The standards are worked out by international society and are known in every civilized country. Human right defenders have long ago presented their projects of changes in election mechanisms and existing election practice. We just need political will to come this way.

We need to stop and realize what has happened, what is happening now and what can happen in the future… But, first of all, to prevent the undesirable threat one must just stop the existing violence over citizens. And all the convicted for political opinion must be released in this 2010 year!

We, Aliaksiey Lapitsky and Sviatlana Lapitskaya, citizens of Belarus, human right defenders, electorate, appeal to Belarusian authorities to settle down on a course of peace and stable development of democratic institutions in the society.

Understanding and fulfillment of acknowledged legal standards is a guarantee of stability. This is a condition of public peace, trust and understanding.

We insist on Belarus’s fulfillment of international obligations towards rights and freedoms of its own citizens.

And for the sake of our children, our whole free and noble future, we demand: “Stop political repressions! Release the convicted for peaceful assemblies and demonstrations! Settle down on a course of peaceful dialogue and unity in the society by changing election practice according to understandable and acknowledged standards. Conduct real free and democratic elections in our European country!”
