The main priority in work of representative of European Union is “to see Belarus as a full member of European policy of neighborliness and Eastern partnership”, – announced the head of the representative Jean-Eric Holzapfel in the interview to the First Channel of Belarusian television. Quoting Holzapfel , the perspective of interrelations of Belarus and European Union “depends greatly on the discussion we have and on the steps which Belarus makes”. “It’s because since October 2008 we have something like a window of opportunities”, – he added. “Today we have to stimulate our relations and we hope that the progress will let us reach the situation in which Belarus would be a full partner in the Eastern Partnership”, – said the diplomat.

“The best guarantee of stability is democracy, – stressed Holzapfel. – There must be certain dynamism between stability and changes, because the stability isn’t valuable in these relations. The country can’t be frozen any more, the country needs changes”.

“Stability is a positive thing, but we must pay attention to the meaning of the notion “stability”, – said the head of the representative of EU. – In the international format for us a very important element of stability is elections. Independent justice is also a very important element of stability”.

“So if you are going to do business, stability is an important factor which includes all these elements. For example, let’s look at the question of labor rights. You know that there is a discussion about observing labor rights in Belarus. It is very important for investors. They must see that labor rights here fit international requirements”, – claimed Holzapfel.

“As a diplomat I can’t intervene in the internal policy, – he noted, – The only thing we can do is to appeal to common values, for example in the framework of OSCE and the program “eastern partnership”. It means that we share the values of human rights, democracy and right dominance. We also discuss all these values in the relations of Belarus and EU. We discuss the importance of free elections, independent mass media and public freedoms. That’s why we communicate with Belarus in this context”.
